On April 21, 2014, the South Carolina Aeronautics Commission 
unanimously elected Kappel to the post of Vice-Chairman. As Vice-Chairman, Kappel will fill in for Delphin A. Gantt Jr. anytime Chairman Gantt is unavailable. Kappel is excited to step into this new position and support Chairman Gantt in carrying out the mission of the South Carolina Aeronautics Commission.
The South Carolina Aeronautics Commission implements statewide policy regarding the SC aviation system and state owned aircraft which includes a Beechcraft King Air 350 and a King Air C90.
